Lucretia Borgia, in the form of a beautiful young woman, is sent to earth by Satan to reverse the decline in Hell's market share of souls. She is accompanied by her father Pope Alexander VI, dressed in a white cassock.

The plan is to lend money to people who can't repay the loan. The contractual small print calls for the loss of the soul in case of default. The incompetent Alex is nominally in charge of the operation but Lucy actually runs things. Heaven, in the form of the Arch-angel Michael, acts to disrupt Lucy's operation, mostly by hiring mortal thugs and corrupt officials. Lucy meets an NYPD detective and the the two fall in love. Lucy persuades Satan that the operation needs to operate for at least twenty years before it can make a dent in the market share and she wants to run it. Satan agrees.
